NOTICE TO BIDDERS

  

NOTICE IS HEREBY GIVEN that separate sealed Bid Proposals will be received by the Township of Byram until 10:00 AM prevailing time, on Thursday, May 4, 2022 in the Meeting Room of the Township’s Administrative Offices, located at 10 Mansfield Drive, Byram Township, New Jersey where Bids will be publicly opened and read aloud for the construction of:

 Rehabilitation of Pump Stations 1 & 2: Contract No. WW2022-01

 

Contract No. WW2022-01 provides for the rehabilitation to a portion of the Township’s Sanitary Sewer System. Specifically, the work consists of the rehabilitation of Pump Stations No. 1 and No. 2, located off Route 206. Work shall include but not limited to replacement of the pump station pumps, pump accessories, piping and electrical upgrades.

 

A non-mandatory pre-bid meeting shall be held on Monday April 11, 2022 at 10:00am.  The pre-bid meeting shall start at Pump Station No. 2.  Pump Station No. 2 is located just south of the CVS on Route 206.  The CVS address is 77 Route 206, Stanhope New Jersey 07874.

 

All Bidders must comply with the qualification requirements set forth in the Contract Documents. Bids not meeting these requirements may be considered nonresponsive.

Preparation and submission of Bid Proposals shall be made on the furnished forms and in accordance with the Instructions to Bidders and all information and forms fully completed as may be required thereby. Bids shall be enclosed in a separate sealed envelope marked “Township of Byram: Rehabilitation of Pump Stations 1 & 2: Contract No. WW2022-01- BID ENCLOSED.” Bid Proposal and forms shall not be removed from the bound set of “Construction Specifications.” Bidders are advised that they must complete the Bidders Qualification Statement, Corporate Disclosure Statement (if appropriate), Non-Collusion Affidavit and acknowledge any Addendums issued for the Contract.

 

Each Bid shall be accompanied by a certified check or Bid Bond, in a form satisfactory and payable to the Township of Byram, in the amount of ten (10%) percent of the Total Bid Price, not to exceed Twenty Thousand ($20,000) Dollars. The Bid Bond shall function as a guarantee that, if the Contract is awarded to the Bidder, he will enter into an Agreement with the Township of Byram for completion of Work under the Contract, and additionally shall provide a Consent of Surety binding a surety licensed to do business within the State of New Jersey to furnish the required bonds. Bidders are required to comply with and accept the provisions of P.L. 1975 Chapter 127 and NJAC 17:27, regarding “Affirmative Action.”

The Bidder and subcontractors must be registered with the Department of Labor and Workforce

Development’s Division of Wage and Hour Compliance as required by the Public Works Contractor

Registration Act. N.J.S.A. 34:11-56.48 et seq., and possess a Public Works Contractor Registration

Certificate

 

Bidders are notified that the Township of Byram is an exempt organization under the provision of the New Jersey Sales and Use Tax and is not required to pay a sales tax and thereby qualifies for exemptions with reference to any and all labor, services, and materials supplied to or furnished in connection with the Work performed.

 

The attention of the bidder is called to the conditions of employment to be observed and minimum wage rates to be paid under the Contract. The successful Bidder shall be required to comply with the provisions of the Department of Labor's current wage rates determination, and the New Jersey Prevailing Wage Act.

 

The Township of Byram reserves the right to accept or reject any and all Bids or to waive informalities therein which, in its judgment, serves the best interest of the Township of Byram. No Bidder may withdraw his Bid during the period beginning upon Bid opening date and ending sixty (60) calendar days thereinafter.

Notice is hereby given that on April 13, 2022, at 9:00 A.M. (Prevailing time), sealed bids will be opened and read aloud by the Superintendent of Public Works, at the Municipal Council Room for the Township of Byram at 10 Mansfield Drive, Stanhope, N.J. 07874

NOTE:

It is the bidder’s responsibility to ensure that the bid package is delivered by the bid opening date and time. Any bid document received after the deadline established by the Department of Purchasing will not be accepted, regardless of the method of delivery.

The Township of Byram does not release the project estimate.

 

Bidders are required to comply with the requirements of N.J.S.A.10:5-31 et seq. and

N.J.A.C. 17:27.

 

Bid Tabulation:

Bid results will be posted on the Township website at within 24 hours of the bid opening.

 This bid has been advertised in accordance with the “Fair and Open Basis” and nothing further shall be required under the Pay-to-Play Legislation (N.J.S.A. 19:44A-20.5).
